1. Service
Earlyswell is software that is used via the internet. It analyses publicly accessible sources and shows, for each topic, how the number of events develops over time — separately for each source, with evidence down to the original document. Earlyswell is a research tool and not advice (Terms and Conditions, clause 2).
2. Sources
- Politics: Bundestag and Bundesrat (parliamentary documentation system DIP), EU legislation (EUR-Lex), state parliaments (currently Brandenburg).
- Funding: federal funding programmes (Förderdatenbank des Bundes (Federal Funding Database), from publication of the funding guideline in the Bundesanzeiger (Federal Gazette)) and funding calls of the European Commission (Funding & Tenders Portal).
- Research: scientific publications worldwide (OpenAlex).
- Online media: German-language online articles (GDELT Project), counted; as evidence, outlet, date and link, headlines only from publishers without a reservation of use. Newly created topics count from the time they are created.
- Social media: German-language posts on Bluesky (counted; as evidence, public accounts only).
Which content is stored and displayed for each source is described on the “Sources & licences” page in the application. Sources may change in accordance with clause 2.5 of the Terms and Conditions, provided that the plan is essentially preserved.
3. Features in all plans
- Base catalogue of around 150 topics in 25 subject areas, continuously maintained.
- Overview, topic pages with weekly trend per source, evidence and methodology; change over the last four weeks compared with the average of the preceding 26 weeks.
- Filters by period, source, country, federal state, administrative region (Regierungsbezirk) and district; for politics, by parliament, procedure type and significant steps.
- Check terms (free search across all sources), follow topics.
- Custom topics with terms and exclusions (number depending on plan).
- Weekly report by email; instant alert on new significant legislative steps (optional).
- Organisation with members and roles (number depending on plan); export of your own account data.

All prices are subject to statutory VAT. For the annual subscription, the monthly price applies after the first twelve months, with the option to cancel monthly (Terms and Conditions, clause 5.3). For research, custom topics count the papers that are captured for the base catalogue; targeted additional retrieval for custom topics is not included. The “Organisation” plan additionally includes passing reports on to members and payment on invoice. The data processing agreement (Annex 1 to the Terms and Conditions) applies in all plans.
5. Availability and support
Availability of at least 98% on a monthly average, excluding announced maintenance (Terms and Conditions, clause 8). Support by email to [email protected] on working days.
